Anything not fully utilised?

  Hey, just wanna ask, 

  In Singapore, is there any public facilities/ buildings/ places etc that are built but are not properly utilised. For example 'this thing' is built for an 'intended group of people', but 'the intended goup of people' are not using it or something like that. Any ideas?
