if it is perceived to be just a global or regional phenomenon, then it is too general as an analytical outcome...it will do nothing to help resolve the problem of singles and low fertility with that kind of general conclusion..
its more dynamic in its core than most scholars thought....all social problems need the psychological framework of understanding, and thats where the white paper should start..before jumping into a general conclusion...and it is also not solely about high cost of living (though its a main key issue)...the socio-psychological aspects of BOTH genders have to be understood and not one-sided view...
all dimensions and depths of the problem must be addressed and studied...

Why give bonus to couples for doing what they are already going to do.
They will have one baby, or may be two.
There should be no payout for the first child, or second child.
But generous deals for the third child onwards.
Imagine if fourth child gets all everything free.
They are doing the reverse, and expect couples to produce more.
At present the third child onwards seemed like a curse, absolutely no subsidy.
