Need a legal way to give the thousands of dollars to reward the elite that come out the name "budget terminal" -
better, faster n cheaper

even if locals could apply, the problem may still lie with the decision panel who may have already decided on the "preferred" win...so called "instructions from the top".... local talent is still much undeveloped starting from the system at the top...it needs greater proliferation with them setting the lead and good example.... perhaps the intention is to seek greater image from global designs than a global airport known for its local made design.... or alternatively local firms could engage foreign talents to provide ideas and support their design process... however, my support still with local talents....they need every opportunity to eke out to the global stage....

Only a foreigner is able to design and sell something like the durian. Local design durian will get a slap across the face.

Even if CAG allow Singapore firms to submit proposals, there's nothing to stop them from ignoring these completely for the foreign submissions.
It's a crying shame that 50s-70s landmarks designed by Singaporean architects are being erased and there's little room for today's talent on the big stage. Monstrosities by local and foreign firms are approved instead and they blight our cityscape.
