In a separate reply to Opposition MP Sylvia Lim, DPM Teo said that from 2006 to 2010, about 3,000 second generation Permanent Residents who served National Service (NS) subsequently applied for Singapore citizenship.
Sixty of the 3,000 citizenship applications were rejected.
Mr Teo said this was due to the applicant's adverse record, and/or because the applicant did not qualify for citizenship on his own merits.
We know second generation PR has to serve NS than apply for citizenship (this, we also know from the Japanese boy with Chinese mother case).
But I find DPM reply, with regards to the above statements, puzzling.
1) Adverse record, we understand. But what he meant by "did not qualify for citizenship on his own merits". They served NS, didn't they? By what merit he was referring to?
2) If they "did not qualify for citizenship on his own merits", why enlisted them for NS in the first place? After serving our NS, these non citizens, if they decide to return, will carry our military secret/installation knowledge back to their original home countries!
3) What has been happening to these 60 persona non-grata so far? Continue to stay in Singapore and remain as PR? Continue to serve NS(reservist) while remaining as PR? Continue to stay in Singapore and remain as foreigner? Force to surrender PR and return to original country? or ????

No idea why even when you serve NS, they don't grant you citizenship.

I once spoke a China boy doing NS (due to the nature of my job which I wouldn't disclose much.)
Spoke perfect English with Singaporean accent.
Primary educated.
Ex-gang member with gang tattoos all over his body.
Perfect eye-sight, no eye-glasses, strong, tanned, handsome looking.
He grew up here but don't give two hoots about becoming citizen.
Deep in his heart, he knows that if he stays, the most become a hawker or cleaner.
If he returns to China and with his command of English, his daring-do-devil attitude, the roll of dice of maybes are higher over there than here.
