SINGAPORE: International students make up 18 per cent of the total undergraduate intake in Singapore's universities for the academic year 2011.
Their proportion varies by faculty, from around one per cent in the highly popular Medicine and Law courses to 27 per cent in Science and Engineering.
Education Minister
Heng Swee Keat said this in a written reply to MP Ang Wei Neng's queries
in Parliament on the foreign student intake in universities.
Mr
Heng said Science and Engineering courses produce much-needed manpower
for key industries but are "less popular with talented Singaporeans".
On school fees, a small proportion of foreign students pay the full amount and do not enjoy any subsidies.
The
rest are on the Tuition Grant scheme, which helps to defray their fees.
International students who receive the tuition grant pay fees that are
about 70 per cent higher than those paid by Singaporeans. In addition,
they are required to work in Singapore for three years.
Some of
them are also on various scholarships, which cover their tuition fees
but require them to serve a longer bond period of six years.
In
his National Day Rally speech in August, Prime Minister Lee Hsien Loong
said foreign undergraduate intake would be capped at present levels.
On
scholarships offered to local students, a total of 30,300 Singaporeans
received a scholarship or some form of financial assistance which helped
fund their undergraduate education in the academic year 2010.
Mr
Heng said the government intends to offer more scholarships to locals
to nurture a strong core of Singaporean talent with the requisite skills
to anchor key current and emerging economic sectors.
A
taskforce, co-chaired by the Education Ministry and Economic Development
Board together with key social and economic agencies, is looking into
this and will announce recommendations in the first half of next year.

27 percent in science and engineering is too much. We should let other countries train engineers for us, not depriving our citizens of education opportunities to train talents for other countries.

Nobody is forcing me to associate with them- except for classes where groups are fixed, I have not had to share a project group with them.
I have freely worked with Europeans and Americans, who tend to throw parties.
I imagine the other foreigners in other project groups have been further bell-curved me up.

30300 scholarships in a year refers to those award given to students from Primary 1 all the way to bond-free PSB. That includes bursaries, good progress award, corhort and level scholarship award, top academic performances, sports scholarships etc balajan awards
It is definitely more than 18%. This article contradicts with that from wikileaks on local uni intake.
There is nothing we can do to improve it as majority of the Singaporeans have given the government the mandate to do as they like.
