SINGAPORE: Employers have shown strong support for the principle of Singaporeans as the core of the workforce.
They have also strongly backed the idea of giving Singaporeans more opportunities for training and development.
Their views were
summed up in an interim update on a consultation exercise by the
Tripartite Alliance for Fair Employment Practices (TAFEP).
The
stakeholder consultation follows Prime Minister Lee Hsien Loong's call
at this year's National Day Rally for tripartite partners to develop
guidelines on fair employment opportunities for Singaporeans.
Since
then, the Singapore National Employers Federation (SNEF) and National
Trades Union Congress (NTUC) have been holding consultation sessions
with their stakeholders, partners and communities.
The TAFEP
shared the feedback from the public, employers and job intermediaries,
such as job boards and staffing agencies, in its interim update report
released on Friday.
The report said that while employers support
Singaporeans as the core of the workforce, they have also raised
concerns over the need to comply with additional control measures, such
as additional administrative hurdles and tests before a Work Pass is
approved.
Employers have stressed that it is important to strike the correct balance between Singaporeans and foreign employees.
As
for union leaders, TAFEP said many support guidelines for fair
employment and responsible recruitment practices that will give
Singaporeans even better opportunities in recruitment and career
development.
They want safeguards to ensure that cheaper foreign labour does not undercut and lower the wages of locals.
At the same time, they want to see a Singaporean core workforce nurtured at all levels.
The
report added that union leaders also feel it is important that the
revised guidelines recognise and incentivise companies that hire
Singaporeans first.
They feel that this will encourage more
employers to make the reasonable efforts needed to provide fair
employment opportunities for Singaporeans.
As for feedback from
the public, the call is for employers to show they have put in
considerable effort and time to look for a Singaporean worker through
advertisements and interviews before hiring a foreigner.
Many
also want employers to show that no eligible Singaporean has applied for
that position, as well as ensure that human resource personnel are
Singaporeans.
At the same time, employers should make plans for
"skills transfer to locals" and for orientation and integration of new
foreign arrivals.
TAFEP and its partners will continue to monitor
feedback and consider those that are reasonable and practical to frame
the guidelines which are likely to be released by the fourth quarter of
this year.
The consultation process continues until October 24.

they thought they could stimulate productivity through competition...beating our own people to work more for less via foreign influx...

really i am concerned about this real cheap labor. they don;t produce quality products and services. even when tehy are ahere they begin to compare why they are cheap while sgreans are expensive. they also want to be expensive. they don;t reeallise the reason is they are cheap that's why they are here. and beause we sgreans living in spre has out own statdrd of living grade, our own remunaeration margin scale, they also chaoface want it like they have the pink IC. we uphold the foreugn talents policy, and welocme talents who can help us solve problems. not we don;t embrace foreugn cheapo labor policy. cheap and talent - they still don;t want to accept the fact and come to terms with it.
yes, to build casino fast they allow cheapo labor in, now circle line and casino completed they are redundant, excess, burden to our society. and as long as this policy is not finetuened, maintained and properly executed at ground level, sgrean have to compete, and belief me competing on the bground level is dirty and non-ethical. amen, this is how productiviy is competed on theground. and up there they still think their policices work like an oiled engine.

Foreign workers cheaper?
Recentlty watched docmentary on CNA about the Gambling problems and the casinos.
The foreign workers interviewed, Banglas and Ah Tiongs who gambled at the casinos earn $1,200 to $2,000 per month. Our Singaporean admin assistant get about that pay, and to cannot reach $2,000 ever.
Remember we are told repeatedly that these foreign workers are cheap labour. And we believe it. Anybody checked how cheap they really are?
I think only domestic workers (maids) are the ones who really have a raw deal, followed by the uncles and aunties doing cleaning work.
Our bottom 20% are the ones who are really screwed by the influx of foreign workers. Their real income has not improved over the last 10 years, and they are getting less or the same pay as the foreign workers.
Behold the end of competitive advantage for SG^^

Talk is cheap. There is one cleaner has his salary reduced each time the cleaning company employs foreign cleaners. He is earning S$300 per month working as a full time cleaner.
If the authority is not interested to enforce whatever to protect locals then better not to mention about employ Singaporeans first.

Fairness in employment should be based on merits, not nationality. Some form of anti gov propaganda going on... or just a carrot placed infront of the mule....

Was wondering if it was TS's intention for the information to be anti government or just another carrot that the government uses to appease the growing resentment. What is your problem with what I posted that you imply was meaningless?
