A WOMAN who failed to report her change her address within 28 days was fined $500 on Thursday.
Ooi Siew Lang, 48, who is self-employed, had admitted to the offence between August 2009 and January 2010 when she moved from Yishun Ring Road to Block 840 Yishun Street 81.
The court heard that as a result of her failure to update her address, the new owner of the flat found debtor writings on the wall at the 11th level lift lobby on April 28 2010. A police report was made.
The complainant filed another report two months later in June 2010 when she found black paint splashed on the door of her flat and graffiti nearby.
Ooi admitted that she had been borrowing money from unlicensed moneylenders since 2005. She had also stood as guarantor for about $4,000 borrowed by her younger siblings.
She did not report her change of address until Jan 30 2010, after she had moved into a flat at Block 868 along Yishun Street 81.

Wow... at first I thought so scary... minor delay fine so heavily... but then now i see the case.. she deserves it.... she sells her flat then makes the new owner suffer loansharks haunting...
I was once warned by police that I need to change my address, and this is a chargeable offence. Luckily, that police officer just gave me a warning, and let me off.
BTW, in that incident, I did not change my address for 1 yr!.
There was no complaint, so the police need not cover his backside.
If there was a complain, he need to show he took action.
is this law a bit draconian?
what's next? jail for not reporting change of address in future legislation?
You were never a victim of paint splashing right?
What about I borrow money and then leave the place without telling you, the new home owner, or the ah longs?
in that case should enact draconian laws like caning and jailing for these criminal acts.
Not updating your address is one of them.
Especially if its intentional which is likely in this case.
