I think that with this election, there should be amendments to the ban on carrying passengers on the back of lorries without a roof/shelter
The political candidates have demonstrated before and after election that it is it is not practical to impose that every passenger-carrying lorry must have a roof.
I think that for lorries, it would be alright to just insist that the side railings must be as high as the roof of the cabin, and that a roof is totally unnecessary.
for pickups, the vehicle is small, and would look strange carrying a canopy taller than the cabin. on the other hand, if the canopy is the same height as the cabin, it would be too squeezy for the passengers. so much for passenger comfort.
it was featured in the papers that 2 teams were given a warning..
iirc, 1 of them was PAP & can't rmb what is the other team..

that was during the pre-election campaigning.
and now after election, they can apply for permits from the police to do so.
1) They can be carried on the back of the roofless lorry.
2) They can stand on the back of the lorry, with their height exceeding the height of the cabin.
3) the lorry must not travel beyond 15km/h.
So, i believe that in the issuing of this permit, they broke 3 traffic laws.
