Why would u play punk when its your fault and ppl are doing their duties? And why would u risk having more charges againest u?

nex time if wana litter, do it only when there's no one around. But the system is kind of stupid right.....if they dowan u to litter, NEA should put more ash trays around. Seems like they'd rather earn the fine lol.
