I'm in my late twenties and did not practice martial arts for the last five years. I only picked up Judo and then TKD in my late teens. However, I am still very interested and I plan to relearn Judo first to build up flexibility then moved on to Chinese martial arts like Nam Wah Pai Qigong or Shaolin Wushu.
Can I still excel in martial arts even though I am way past the ideal age (pre-teens)?

Nope. As long as you are willing to learn, it won't be too hard. Just practise regularly.

Not any that I know of.
Community Centres and Clubs have Judo classes. You can start from there. Some RCs also have it. Ask your RC.
