Your answwer may be true. but i think its unlikely that the police in japan gets into an armed conflict that often. Security at the Tuas checkpoint has been tightened quite jialat
crash barriers, many humps etc
and i distinctly saw they stationed two WRX at the road leading out of the checkpoint and along PIE -
in any case, it looks like a debris deflector of some sort.
