For my understanding,
I think horny is for both female and Male, someone just said something correct that, because most of the guy are not able to have sex, they tend to look more horny, while the female can easily get sex, so they didn't really care.
As for culture, it breed the horniness of the race and religious, if you were brought up by westernize culture, the woman might turn out to be the one horny...... Cos of all the influence by parents and adult, We Chinese or asian girl tend to be more conservative and dare not show or react too much.
