The minority religions only have small communities, mah. Not enough local religious leaders to go around. In fact, I count six among the ten officially-recognized ones: Jainism, Hinduism, Judaism, Zoroastrianism, Sikhism & Baha'iism. Combined together, they form less than 15% of the local religious population (with Hindus taking a 4% share). Weigh that against the Big Four: Christianity alone comprises about 11%, Islam 18%, with Buddhism & Taoism the largest.
So it's good to have these representatives in attendance, though I suspect the minority ones often don't really have anyone to physically bless on the occasions. I remember them gracing my brother's OCS commissioning parade back in 1986, so the ceremony has been around for quite a long time. -
