the administrative compulsory promotion to cpl rank nearing ord for a lvl and dip grad is also scrapped. under the old system, even ur rank is pte but u have a lvl/ dip, u auto promoted to cpl by mindef cpc department when near ord. but now, this will ceased.

However to promote on the basis of academic achievements for no other reason strikes me as illogical.
He expressed surprised that someone who has Dip/A levels can still remain a private. I find that frankly rather disturbing as it reflects a mindset that has no place in a professional army.
