The cheapest CLS configuration I can think off that will achieve the same results as the picture you saw is 2 SB600s+On-camera flash=$380+$380=$760. (not conting camera body)

To be honest, CLS is useful for only small areas. If I am covering events, CLS is not of much use, I'd just dump studio strobes everywhere instead. And to set up CLS is a pain in the arse. I find that setting up my manual flashes is faster than CLS, believe it or not. CLS is only useful for photographers who are not used to manipulating light, OR for non-static subjects. (I consider a speaker at the podium to be a static subject)
So you can say I have my manual slave flashes and my strobes.

It looks like lightning has struck the room (8 Strobes, placed along the sides of the ballroom, all facing the ceiling

I learnt my lesson after that. now, the most I'd do is mount 2 strobes on both sides of the stage firing down.
And for the Leica dinner and dance which I covered, I used my SB-400 only. (albeit with 32 battery changes)

At least for my 1500w system (8 strobes for ballroom) I was in the centre of the room. (I think many got a side dish of roasted ants that rained from my lights)
