Retribution here refers to say for example, a christian saw an opportunity to steal $200 and so he steals $200 without getting caught. He just steals once only because after that there was no more opportunity to steal anymore money. He does not repent after that and if there are still opportunities in future for him to steal money, he will still do it.
Will GOD actually punish him in some ways that he deem fit? It need not necessary be GOD in some ways makes his stealing come to light and than he gets punished for it.
It can be in some other indirect ways of punishment such as now he steals $200 than GOD will 1 day let someone steal back money from him, say $200 or even more amount than that to punish him. Or maybe GOD will let someone cheat him of his money maybe with an amount even more than $200 to punish him.

I think Islamic Hell is similiar to Catholic purgatory. Damnation is Neraka is not eternal I think. Eastern Catholics and Eastern Orthodox do accept the concepts behind purgatory but not the entire doctrine per se. I believe Eastern Catholics and EO are less grim.
