Maybe it is probably due to habit and culture. Just as you commonly hear "Praise the Lord", you tend to use it more often.
When should we use it? Personally, I think it can be anytime! If we believe God is the giver of all good things, then we can bless Him anytime. Whenever we we see His glory, we can bless Him. There is no prescribed situation for expressing your appreciation for God, unless in situations when you need to exercise sensitivity to the people around you, e.g. during a time of mourning.
Another thing to point out is that we do not need to explicitly utter "Bless the Lord" to bless Him. Agree? When we give Him glory through recounting the good things that had happened, or the things that you are grateful for, or how much you are in awe of God's power, etc., you are already blessing His name. -
maybe we can say it when God sneezes.
