I quote Hebrews 1:14 - Are not all angels ministering spirits sent to serve those who will inherit salvation?
So you get a hint here that angels are servants for humans. It is like the butler serving the young master who will inherit the whole estate.
Back to the comparison between humans and satan. Both are no good at the start. Theology tells us that humans can be regenerated by the Holy Spirit. Do you think satan can be regenerated by the Holy Spirit?

but I think God's reply will be similar to how He replied Abraham during Sodom and Gomorrah.
And then the issue of Jesus Christ will pop out .. but then satan will be too full of pride to accept Christ as Lord and Saviour.
