I think sgMacross told me the bishop is a Presbyter (sp?).
Since Presbyter is Elder .. it means Elders have spiritual authority in the Protestant Church.

By virtue of Holy Orders, Catholic Bishops, Priests (Presbyter), and Deacons exercise spiritual authority.
All clergy may baptise. Laity may baptise in the danger of death when no priest is available. -
