Traditionally, Communion is distributed by the priests. Nowadays we have Extraordinary Ministers of Communion. Only males who have great devotion to the Blessed Sacrament are allowed to become Extraordinary Ministers of Communion.
The questioning by the priest is done so as to allow those recieving Communion to reaffirm their faith in the Sacrament.
