Exorcism can be done by ANYONE, not just Priests who have "high spiritual power" as said in one of the previous posts.
Demons are evil spirits that have a legal right to manifest themselves, or "possess" a person, ONLY if the person has feelings of distraught, guilt, hate, unforgiven misdeeds etc. Thus I would refer these as "Spiritual Garbage"
Exorcism is technically a very simple concept.
Eradication of all weaknesses and past-misfeelings is done first... in other words "Spiritual garbage" that exists in a person that the demons are actually feeding on must be dealt with first. (Without the Spiritual garbage, the demons will not have a legal right to dwell on) This process of helping the demonised person renouce and forgive his past misdeeds is know as 'inner healing'.
Secondly after inner healing has been done, it would require a deliverance ministry(or any normal person who believes in god) to actually pray for the demonised person, and cast the demon- in the name of God/Jesus- out by using their intimacy with the Holy spirit/Jesus as their tool.
What I have said above is fairly brief... but those of you who are really interested can try reading books like "Defeating Dark Angels", and "Pigs In The Parlour". These are acclaimed handbooks for Christians who deal with demonic possessions and stuff.

On the part that says, its limited to the priest who prays in the name of the church, I disagree, it should be pray in the name of Jesus, not church, reason being, Only Jesus is given the name above ALL names.
Yes, its good to consult the leaders before performing any exorcism/deliverance.
the last part on 'Roman Ritual of Exorcism', cannot comment on it, cause I have no knowledge on this.

Layman who have authority and faith will conduct exorcism/deliverance session in the presence of Pastor or Priest.
It's about the authority in Christ, the God a layman placed his faith in.
