No rules - some churches pass the offering bag and one gives as he/she feels.
....beyond the Biblical teachings, one need to understand that this amount contributes to the operating income of the church.

Trinity Annual Conference or TRAC (Primarily English churches)
Emmanuel Tamil Annual Conference or ETAC (Primarily for Tamil people)
Chinese Annual Conference or CAC (Primarily churches which started as Chinese language churches).
The above DO NOT mean that churches within a conference speaks only that language ie. CAC churches also have English congregation.
They also do not mean that each church occupies different buildings. Some churches (buildings) houses congregation from the different annual conferences (eg Toa Payoh Methodist church, which I believe houses congegations from all three conferences).
The Methodist church has a conference fund for members to contribute, set currently at $65 per adult member. Each member is strongly encourage to contribute as this goes towards the running of the church admin and pastor's salary. Where offering and tithing is concern, I am sure there are Methodist congregations that very strongly "ENCOURAGE" the 10% guideline. My own church however do not have such encouragement. We give as we feel the need to give. There has never been any sermon preached on giving 10% in that sense of the word. Nonetheless, weekly contribution is still relatively strong.
