Why do people like to associate natural diseaster with God's PUNISHMENT?
Even if God did send it, it may not be for punishing, but for other reasons.
Eg. Tsunami in Asia
You think there are no good people who died from it?
And they deserved the punishment? No.
Don't you all realise that for a long period before Tsunami, we were all very tensed up by the terrorisms, to a point that there were some discriminations against even the harmless Muslims. But after the diseaster, we seemed to forget the hatred we have and focused on saving lives instead.
I would think that's God's purpose. -

Only God knows the purpose and plans.
Keep in mind that there were majority who died as unbelievers.
I'm not sure why you think that there will be a compensation.
Maybe Catholic and Protestant POV is really different.

The reason for my answer is I never believe that our God is a punishing God even though the OT made Him sound like one. But in NT, God is mentioned as a loving God.
Hence, I always believe that God allows bad things to happen for good reasons. I also dun have the answer for the Tsunami, but what i stated was what I observed happening after the diseaster. People started to care about one another after the "wake up call" from the Tsunami.
Hehe.. maybe I just like to see the positive sides of everything. -
