1) God may cause the disaster on purpose as a kind of warning BUT He did not intend to destroy all living creatures.
2) This may be caused by the consequences of sin. The earth is subjected to all these because of the curse God had on the earth when Adam and Eve sin. So all these are just natural occurances. The reason these happen may be because God simply allow it to happen. People do not see God and so God do not want to bless the people and the nation with fine weather. He simply let it occurs natually. It may be even worse and God may have minimised the effect.
3) Satan may be the cause.
