Other denominations (even Islam) give a wide range of autonomy to their elders. What we have is over-centralisation of power in the pope's hands. At work, I don't ask for anybody's opinion. Used to call for meetings for decisions. End up nothing is done. Everybody voiced out his/her opinion for the sake of talking. So now, I decide. If need any advice, ask one person, max 2.
Same goes for the church. With billions of members all over the world, it's best to let only one guy talk.
